Ocean Beach (Waipuka) is a relatively undeveloped golden-sand beach in the Hastings District of Hawke’s Bay, New Zealand. It attracts surfers, families and walkers with its powerful waves and long shoreline between Cape Kidnappers and Waimārama Beach. The beach lies about a 35-minute drive from Hastings or Havelock North via Waimarama Road and Ocean Beach Road.

Vehicle access onto the sand is prohibited to protect dunes and wildlife, so visitors park in the designated area or nearby reserve and walk to the shore. Surf lifesavers patrol during the summer holidays, while the adjacent Waipuka Stream and lagoon often show poorer water quality that requires checking before swimming.

What the grades mean

Excellent and Good: rarely unsafe for swimming. Fair: usually fine, but avoid swimming after rain. Poor: often unsuitable, especially after rain, so check the latest result first.

Grades use LAWA’s method: the 95th percentile of routine enterococci (sea) or E. coli (fresh water) results over the five summers from 2020/21 to 2024/25, with at least 50 tests (Waipuka Stream lagoon: 2,508 per 100 mL from 77 tests; Ocean Beach: 65 per 100 mL from 97 tests).

About Ocean Beach (Waipuka)

Ocean Beach, also known by its Māori name Waipuka, features a long stretch of golden sand backed by farmland on the Haupouri Flats. The beach remains relatively undeveloped and retains a natural character valued by locals and visitors alike.

Powerful surf makes it a favourite for surfers and boogie boarders, while the wide sands suit walking and fishing. Tidal patterns and the Waipuka Stream create shifting lagoons and deltas that add interest to the shoreline.

The area holds cultural significance for local Māori, who have longstanding connections to Waipuka. Visitors are encouraged to respect the coastal environment, take all rubbish with them, and stay on formed paths to protect dunes and wildlife habitats.

Two popular walks run along the beach: south to Waimārama (7.5 km one way, allow 4.5 hours return) and north to Whakapau Bluff (8 km one way, allow 4.5 hours return). Tide times should be checked before attempting either walk.

Access and Parking

Access is via a scenic but winding route through farmland that descends steeply in places. Parking is available in the council car park or nearby reserve, after which visitors must proceed on foot.

Motorised vehicles, including quad bikes, are not permitted on the beach or dunes. The Surf Lifesaving Club retains limited operational access. Gates to the car park close every night between 8pm and 6am.

Water Quality and Swimming

The Hawke’s Bay Regional Council and LAWA monitor water quality at Ocean Beach. The Waipuka Stream and its lagoon frequently record elevated bacteria levels and are generally unsuitable for swimming or playing.

Ocean Beach itself is sampled regularly during the summer season. Visitors should check current conditions on the LAWA website before entering the water and heed any warning signs posted after heavy rain.

Activities

Surfing and boogie boarding are popular due to the consistent waves. Swimming is possible near the patrolled area during summer. Shore fishing and longlining are common, subject to local regulations.

Scenic walks along the beach reveal changing coastal features. Nearby Waimārama offers a shop, boat launching and holiday baches for rent. The location also serves as a base for exploring the Tukituki River and Hawke’s Bay wineries.

Dog Exercise Areas

Dogs are permitted in designated zones at Ocean Beach. Off-lead exercise is allowed on the beachfront of the Ocean Beach settlement north to the surf club during daylight saving between 7.30pm and 7.30am (or 6pm–7am outside daylight saving), and north of the surf club to 100 m south of the predator-proof fence.

Dogs must be under control at all times and owners are responsible for removing waste.
